
Los Angeles County Public Works will begin an emergency sediment hauling operation from the Kinneloa Debris Basins in Kinneloa Mesa to the Bel Air Concrete Company in Sun Valley starting as early as November 10, 2025. This essential maintenance project will restore these basins’ capacity to contain sediment, thereby strengthening flood protection for downstream communities.
The sediment originated from the undeveloped hillsides of the San Gabriel Mountains. It contains no household waste or hazardous substances and will be sustainably repurposed by Bel Air Concrete Company.

Haul Route
Haul trucks will exit the northbound I-5 Freeway at Penrose Street and travel through an industrial corridor in Sun Valley to reach the Bel Air Concrete Company facility. This route was carefully selected to avoid residential neighborhoods and minimize traffic impacts.
Los Angeles County Public Works is coordinating closely with local agencies to minimize community impacts and will actively monitor the operation to ensure full compliance with traffic and safety regulations. All haul truck beds will be securely covered during transport.
